Corrections officers and other employees at prisons around New York are wondering if Gov. Andrew Cuomo’s proposal to close three state prisons by Sept. 1 means the state budget axe will fall on their livelihoods.

There are seven prisons in what’s known as the Sullivan Hub: Sullivan and Woodbourne correctional facilities in Sullivan County; Ulster and Eastern correctional facilities in Napanoch, and Shawangunk and Wallkill correctional facilities in Ulster County; and Otisville Correctional in Orange County.

Dutchess County is home to Fishkill, Downstate and Green Haven prisons.

Cuomo announced on Feb. 15 that he plans to close three of the state’s 54 prisons, decreasing the number of inmate beds statewide by 1,200 and saving million.

In the announcement, Cuomo reiterated that prisons are not a jobs program, and that he’s proud to have closed more prisons than any other governor in history to “right-size” the state’s correctional and juvenile justice system. Cuomo has overseen the closure of 24 prisons and juvenile detention centers since taking office in 2011.

As the state’s prison population has dropped, violent offenders have become a larger percentage of inmates in custody. Among males, violent offenders rose from 77.2 percent of inmate population in maximum security and 50.8 percent of those in medium security in 2009 to 82.3 percent of the max population and 56.9 percent of the medium in 2019.

Some officials claim closing three prisons without first removing the double bunks from New York’s prisons is a recipe for disaster

According to DOCCS, “double bunking” is primarily used in dormitories or large rooms; for example, a 60-bed dorm will have 40 individual beds, with 10 double bunks along a wall to ensure unobstructed line-of-sight for correction officers.

Data from the state Department of Corrections and Community Supervision show that assaults on staff at prisons statewide rose from 799 in 2017 to 973 in 2018, while inmate-on-inmate assaults rose from 2014 to a peak of 1,224 in 2017. The majority of assaults on staff occur at the state’s maximum-security prisons. “Assault” in these definitions includes events when an object is thrown at and hits another person. That includes instances when an inmate throws urine or feces that hits someone.

Cuomo said DOCCS will “carefully review” operations at all of the correctional facilities “and select up to three for closure based on a variety of factors, including but not limited to physical infrastructure, program offerings, facility security level, specialized medical and mental case, and potential reuse.” The budget amendment allows DOCCS to close the prisons on an expedited schedule.
